Strathclyde Partnership for Transport undertakes the of vetting Drivers and attendants through Disclosure Scotland on behalf of the 11 Councils for which SPT acts as agent in the procurement of schools transport. Further information and forms can be obtained by clicking on the links below.

BackgroundContractors are required to submit PVG Scheme Membership applications to disclosure Scotland via SPT which acts as an "umbrella body". This provides contractors with the benefit that one PVG Scheme application can be used for more than one council. For example, if a contractor has contracts in three council areas, the same application can be used for each council as SPT is acting as agent for the councils.
The alternative is for the contractor to make a separate applications to each council for clearance and pay for each application separately. It should be remembered that it is the councils that retain the final decision on who is suitable for use on schools contracts.
As a contractor, you must not deploy any applicant on any mainstream school transport contract until you have received formal written notification from SPT of the suitability of the applicant. Doing so may result in the suspension or termination of the contract(s). This is covered in clause 8(h) of SPT's Conditions of Contract (Edition no. 12: January 2008).
Currently, clearance will normally be given only for those council areas for which the contractor holds contracts.
FormsThe SPT forms used for the Disclosure Scotland PVG Membership Scheme are:
VODA1
This is the form that accompanies a full PVG Scheme Membership application. The Disclosure Scotland PVG Scheme Membership application must be accompanied by the appropriate fee.

VODA3
This form is used when a person already has clearance from a council. It is used to transfer that clearance without the need for a fresh PVG Scheme Record application. The completed form should be returned to SPT with a copy of the council-issued clearance or identity badge. There is no fee for this.

VODA4
This form is used when a person who has already received clearance with one employer moves to a new employer. Using this form enables the existing clearance to be transferred to the new employer for the remainder of the current clearance period. There is no fee for this.

If the person has not been cleared for the council area that is required, a fresh Disclosure Scotland PVG Scheme application will need to be made using a Disclosure Scotland PVG Scheme application form, an SPT VODA1 form and the appropriate fee.
